Kyouka Izumi is the newest member of the Armed Detective Company after defecting from the Port Mafia. She has the ability Demon Snow. Kyouka is a short girl short with dark blue hair that is tied into two low twintails with flower pins. A notable trait of her (much like almost every member of the Mafia), is that before, her eyes used to be very dull. But after meeting Atsushi Nakajima and being together with the Company, those blue eyes have been shown to become clearer. She always dons a red Kimono with a pattern of what looks like sprouts, and its yellow Datejime neatly tied. She wears long white socks and sandals; while on her arms, she appears to wear yellow and red wrist pads. Kyouka carries with herself a tiny rabbit doll, together with her cellphone in a necklace. While with the Port Mafia, Kyouka's personality is similar to that of a doll. She lacked all emotions and was ruthless when ordered to perform a duty. After being exposed to Atsushi and the real world, she reverts back to a young teenager. She is easily infatuated with small things and has a need to see everything. Much like Atsushi, she believed that she was worth very little and that she deserved to die for her crimes. Although unlike Atsushi, once she joins the Armed Detective Company she does not dwell on her mistakes. She is strong-willed and even states that she wants to prove to Akutagawa that she is more than just a killer. Kyouka seems to care greatly for Atsushi. She shares a room with him and gets worried when he could be in danger. She is by Atsushi's side most of the time.

For weeks, Atsushi Nakajima's orphanage has been plagued by a mystical tiger that only he seems to be aware of. Suspected to be behind the strange incidents, the 18-year-old is abruptly kicked out of the orphanage and left hungry, homeless, and wandering through the city. While starving on a riverbank, Atsushi saves a rather eccentric man named Osamu Dazai from drowning. Whimsical suicide enthusiast and supernatural detective, Dazai has been investigating the same tiger that has been terrorizing the boy. Together with Dazai's partner Doppo Kunikida, they solve the mystery, but its resolution leaves Atsushi in a tight spot. As various odd events take place, Atsushi is coerced into joining their firm of supernatural investigators, taking on unusual cases the police cannot handle, alongside his numerous enigmatic co-workers.

Despite their differences in position, three men—the youngest senior executive of the Port Mafia, Osamu Dazai, the lowest ranking member, Sakunosuke Oda, and the intelligence agent, Angou Sakaguchi—gather at the Lupin Bar at the end of the day to relax and take delight in the company of friends. However, one night, Angou disappears. A photograph taken at the bar is all that is left of the three together. Fast forward to the present, and Dazai is now a member of the Armed Detective Agency. The Guild, an American gifted organisation, has entered the fray and is intent on taking the Agency's work permit. They must now divide their attention between the two groups, the Guild and the Port Mafia, who oppose their very existence.

Following the conclusion of the three-way organizational war, government bureaucrat Ango Sakaguchi recalls an event that transpired years ago, after the death of the former Port Mafia boss. Osamu Dazai, still a new recruit at the time, was tasked with investigating rumors related to a mysterious explosion that decimated part of the city years ago—and its connection to the alleged reappearance of the former boss. Due to circumstances out of his control, he is partnered with Chuuya Nakahara, the gifted yet impulsive leader of a rival clan known as the ''Sheep,'' to uncover the truth behind the case and shine a light on the myth of Arahabaki—the god of fire who might just lead Dazai to the case's solution. Meanwhile, in the present day, it is business as usual once again for the Armed Detective Agency. Their peaceful break will not last for long, however, as enemies old and new gather their strength and prepare for another face-off.
