Neil is the main character of both the donghua and the manhua, as they both start with him going in China to live at 1031 All Saints Street. Neil is a young demon with wavy white hair and brown, short and blunt horns. He has goat ears, as it is his true form, and a red pointy tail. His eyes are golden, even if they're a bit darker in the donghua. Neil is a naïve character, being new to the mortal realm and all. When he first shows up to China he even wears it's traditional clothing, a tangzhuang, not knowing people don't regularly wear it. Neil loves China and is naturally curious, therefore he regularly tries to learn more about it's culture. Due to these traits, he spends much of the early manhua getting into trouble, though he becomes more comfortable in his new settings later on. Despite being a demon, Neil is incredibly kind and wouldn't hurt a soul... unless he's eating one. He also is a bit of a door mat and lets people order him around in unfair ways.

In this world, angels, demons, and other supernatural beings peacefully coexist with humans. Neil Bowman is a demon who is unlike most; he is mesmerized with human culture, and no matter how hard he tries, he can't do anything evil. Thus, he runs away from Hell and up to Earth. Neil moves in with his online friend and vampire, Ira Blood, along with Ira's many roommates. Despite coming to Earth to meet humans, Neil discovers that not a single one of his new roommates is actually human. Along with Ira, there's Lynn Angel, the stern angel landlord; Lynn's little sister, Lily, who falls from Heaven; Abu, a mummy who never speaks; and Vladimir Eliot Kirilenko, a werewolf tasked with monitoring Neil. What most of them don't realize—not even Neil himself—is that Neil possesses the powers of the Demon King. What effect will this have on the residents of Apartment 1031 on All Saints Street?
