Megumi Kato is the classmate of Tomoya Aki, who is hardly noticed by others. In the anime, she went in the same class as Tomoya since their first year, but he never noticed her. While in the light novel, during the first year, Megumi went to class E while Tomoya went to class A. After Tomoya had met her during the fate summons, she inspired him to make a dating sim game, featuring her as his Main Heroine. However, he is disappointed by her real personality. She is one of the main characters of the Saenai Heroine no Sodatekata series and is essentially the inspiration for the series title. Megumi is a cute girl with straight shoulder-length chestnut-brown hair that is usually worn down but it is long enough to be tied up into a ponytail, dark brown eyes and she is described to have "perfect proportions". Megumi is usually seen with her school uniform, or else, casual clothes, which Tomoya describes as just "normal". According to Tomoya Aki, Megumi is the most beautiful girl he has ever met. She occasionally wears a variation of the summer dress she wore when Tomoya first met her, which was designed by Eriri Spencer Sawamura to provide a better picture of how her character should look. The white beret that she wore was given to a relative, much to Tomoya's disappointment, but she is later seen wearing the same one, possibly meaning that she recovered it. Megumi grows her hair out starting the day she and Tomoya "met" after the incident at Detective Hill. After six months, she has her hair tied in a ponytail, but Tomoya notices that it has grown significantly longer. A year later, she has her hair grown out to roughly the length of Utaha Kasumigaoka's and keeps it in a similar style. However, she later cuts it back to its original length, telling Tomoya that it had awoken a "vengeful spirit" inside of her, referencing her recent conflict with him, but Tomoya believes she cut her hair again to help motivate him. Unlike Eriri Spencer Sawamura and Utaha Kasumigaoka, Megumi is portrayed as an ordinary girl with no distinctive character and she is extremely normal where she is so plain that Tomoya Aki failed to realize that he was actually classmates with her. She is described as stealthy due to her lack of presence, and the others often forget that she is even in the same room. However, Megumi is a kind and soft-spoken girl that wants the best for others and she constantly goes out of her way for Tomoya and the others to help in any way that she can. She knows little about otaku culture but never keeps Tomoya at arm's length and gives into his approaches from the start. She has strong ideas regarding friendship and feels easily slighted when they are violated. Her attitude towards Tomoya is often described as furatto and he is often the unfortunate target of snide, deadpan retorts from her. Despite this, her close relationship with Tomoya and the others brings out more of her than he first believes she is capable of showing. Her emotionless expressions often cause Eriri trouble illustrating her, so Eriri takes every opportunity to catch different sides of her personality for the game's art. Later in the series her emotions becomes more visible, especially when it comes to matters involving members of Blessing Software and Tomoya. When she was appointed leader of Blessing Software after Eriri and Utaha left, it was noted by Iori that she has a passive-aggressive personality.

Tomoya Aki, an otaku, has been obsessed with collecting anime and light novels for years, attaching himself to various series with captivating stories and characters. Now, he wants to have a chance of providing the same experience for others by creating his own game, but unfortunately, Tomoya cannot do this task by himself. He successfully recruits childhood friend Eriri Spencer Sawamura to illustrate and literary elitist Utaha Kasumigaoka to write the script for his visual novel, while he directs. Super-group now in hand, Tomoya only needs an inspiration to base his project on, and luckily meets the beautiful, docile Megumi Katou, who he then models his main character after. Using what knowledge he has, Tomoya creates a new doujin circle with hopes to touch the hearts of those who play their game. What he does not realize, is that to invoke these emotions, the creators have had to experience the same feelings in their own lives.

After finally completing the first route of his visual novel, Blessing Software's producer Tomoya Aki is optimistic about the future of his team and achieving their goal of creating the best game of the season. However, they still have a long way to go. For one, Megumi Katou still has an incredibly flat personality and is unable to fit the role of Tomoya's ideal heroine. The other members of Blessing Software, Eriri Spencer Sawamura, Utaha Kasumigaoka, and Michiru Hyoudou, often forget she is even there due to her lack of presence and character. Throughout the development of their game, Blessing Software learns the struggles of working in an industry where deadlines must be met and edits are made constantly, and the hardships of working in a group setting.

Saekano the Movie: Finale
One spring day, Tomoya Aki hits upon the idea of creating a doujin video game with Megumi Kato, a girl he met under the cherry blossoms, as the main heroine. Tomoya forms a development team called blessing software with Eriri Spencer Sawamura, an art club member and doujin illustrator, and Utaha Kasumigaoka, an honors student and successful light novelist. After various setbacks, the team finally announces its first work… Later, Eriri and Utaha leave the group to join popular creator Akane Kosaka in developing a major game called Fields Chronicle. Tomoya, the face of blessing software, continues the group’s activities with Megumi as his deputy. Together they begin developing a new work. Younger student Izumi Hashima is tapped as the illustrator, while her older brother, Iori, is approached to be the game’s producer. Along with Michiru Hyodo and her band icy tail., Tomoya and Megumi proceed with the development of their new game, but trouble is brewing… What will become of Eriri and Utaha’s major work? Will the relationship between Tomoya and Megumi change? And what will be the ultimate fate of blessing software’s new game?
